Capital Improvement Plan

The majority of the Village’s budget, 78 percent, appropriates funding for capital improvements. The Fiscal Year 2022/2023 Plan includes roadway improvements to Corkscrew Road and River Ranch Road, landscape improvements to Ben Hill Griffin Parkway and park improvements to Estero Community Park and Estero on the River. These projects, along with many others, are adopted or declined as part of the budget approval process. Public input is encouraged!

Taxes to Remain Low

State Shared Revenue projections are stable and increasing slightly according to the Florida Department of Revenue. The Village has set the maximum millage rate to 0.77 mills, the same rate as FY 21/22. The Village tax rate is the lowest in the Southwest Florida region.

Responsible Government

The Village recently amended the Reserves Policy to retain three months of operating expenses, which is “best practice” according to the Government Finance Officers Association. This reduction from 12 months operating reserves ensures the Village millage rate does not overtax our citizens. Additionally, the Village paid off the Village land purchase debt seven years early saving the Village over $4 million in interest. The Village maintains its “government lite” approach and has the leanest staff in the Southwest Florida region.

Budgeting With a Purpose

Each year, the Village undertakes a thorough review of community needs and matches these to projects within the Village’s budget. The annual process can be summarized as follows:

  1. Planning  and studying
  2. Capital Improvement Plan adoption
  3. Performance data reviewed
  4. Public hearings and Budget adoption
